RFP Quality System
Building a repeatable proposal process from opportunity review through post-submission learning
I designed and implemented a proposal quality system to standardize how opportunities were evaluated, developed, reviewed, submitted, and assessed.

The system brought strategy, compliance, content management, quality control, and lessons learned into one repeatable workflow, reducing reliance on ad hoc processes and making proposal development more consistent, efficient, and responsive across submissions.
The Challenge

Proposal development involved a large volume of information spread across documents, emails, and prior responses.

Without a clear process, opportunity qualification could be subjective, compliance checks could happen too late, and valuable lessons from past submissions were difficult to carry forward.
​
The goal was to create a system that improved decision-making, reduced avoidable risk, and made each proposal easier to manage from start to finish.
My Approach

I organized the proposal lifecycle into seven phases:

Qualify · Intake Capture · Build Skeleton · Tailor · Verify Compliance · Submit · Assess & Learn

Each phase included a defined purpose and supporting tools.

I developed a Go/No-Go Evaluator to assess strategic fit, competitive position, contract potential, and delivery capacity before committing resources. I also created tools for requirements tracking, content reuse, district-specific tailoring, final submission review, and post-submission learning.
​
Together, these resources created a more disciplined process while preserving flexibility for different opportunities.
The Outcome

The RFP Quality System became the foundation for a more consistent, responsive, and repeatable proposal process.
​
Before I took ownership of the process, the organization’s year-over-year proposal win rate was approximately 5%. During my first year managing and improving the process, it increased to approximately 17%. After implementing the RFP Quality System, the following year’s win rate increased to approximately 30%.
​
The system strengthened opportunity qualification, compliance management, cross-functional coordination, final review, and post-submission learning.
